ocr: Now in voluntary retirement,Julus Nyerere was the dominant force in Tanzanian politics for 21 years. He foundedt the ruling party, the CCM, andhis philosophy of African socialism guided Tanzania's development. Ali Hassan Mwinyi succeeded. Nyerere as president in 1985,and as CCM chairman in 1990.He has overseen a gradual relaxation ofsocialist policies, andi introduced reforms which are moving Tanzania toward multiparty elections. The key political problem is Lanzibar. Many Zanzibaris have never accepted the 1964 union ofthe island with Tanganyika and separatists are a growing force.
